1.Use the temporary admission of goods (hereinafter referred to as ATA carnet carnet) temporarily imported goods, the goods are limited to China's accession to the temporary provisions of the International Covenant on the import of goods.

2. Temporary inbound and outbound goods may be exempted from inspection permit, unless otherwise specified by international treaties, agreements and state laws, administrative regulations and customs rules and regulations of our country.

3, temporary entry and exit of goods in addition to depreciation or due to loss of normal use, should be in accordance with the original re exported or imported.

Documents to be submitted for the application for approval of temporary import and export goods:

(a) the temporary entry and exit of goods under the ATA document

1, the original copy of the valid ATA document (provided by the China International Chamber of Commerce to the General Administration of customs);

2, accurate cargo list;

3, other relevant business documents or certificates.

(two) temporary inbound and outbound goods under non ATA documents

1, "the temporary entry / exit application form" (Annex 1);

2, temporary entry and exit cargo list;

3, invoices, contracts or agreements and other relevant documents;

4, other security deposit of an amount equal to or recognized by the Customs (participating in the customs designated places or customs supervision to assign an exhibition venue, approved by the competent customs office, can exhibit submit guarantee to the customs).

Handling procedures for the approval of the temporary import and export goods:

License application, acceptance, review and decision

1, the applicant to the competent customs of temporary entry and exit the application, the customs acceptance (the ATA carnet holder shall submit the ATA documents is deemed to apply non ATA documents under the temporary entry and exit of goods the consignor shall submit the goods "temporary entry / exit application", and submit a complete and in accordance with the statutory form of the application materials to the customs);

2, the customs from the date of receiving the application is completed, the examination within 20 working days to decide: (1) the ATA carnet under the temporary entry and exit of goods into the temporary exit application approved, shall be specified in the ATA carnet, otherwise no endorsement; (2) non ATA Carnets under the temporary entry and exit of goods into the temporary exit application approved, issued the "People's Republic of China customs temporary entry / exit approval decision", or "People's Republic of China Customs issued temporary entry / exit application shall not approve the decision", explain the reasons, and inform the applicant of the right to apply for administrative reconsideration or bring an administrative lawsuit right;

3, the applicant has obtained the approval of the Customs after the decision, you can apply for the customs formalities;

4, the exhibition held in the territory of the temporary entry of exhibits exhibition, shall apply to the customs to hold exhibitions, the approval of the customs, the customs or the authorized by the customs directly under the customs of the one-time exhibition under the temporary administrative licensing decision for the entry of exhibits;

5, the exhibition held in overseas exhibitors exhibits the temporary exit, shall apply to the customs, the Customs approval, by the customs or authorized by the customs directly under the customs to apply for temporary country exhibits an administrative licensing decision;

Temporary entry 6, entry tour exhibits for approval by a competent customs. Exhibits to another customs in charge, by the competent customs supervision by a competent administrative licensing documents signed by the customs and customs documents, from once again put forward the temporary entry application.

(two) the continuation of licensing

1, temporary entry and exit of goods should be in the entry and exit within 6 months from the date of transported out of or into the country. Due to special circumstances need to extend the time limit, the need to directly under the customs approval. Delay more than 3 times, each extended period of not more than 6 months. The extended period expires shall be re exported or imported or import and export procedures.

2, apply for an extension, the ATA carnet holder, under ATA Carnets temporarily imported or exported goods to the customs shall be 30 days before the original approval to apply for extension at the expiration of the prescribed time limit, and submit the "goods temporary entry / exit extension application form" (Annex 2) and the relevant application materials.

3, under the customs acceptance of the extension of the application, it shall be within 10 working days from the date of acceptance of the preliminary examination opinions and all the application materials submitted directly under the customs. Under the sea on receipt of materials within 10 working days whether to approve the extension decision and issued "People's Republic of China customs temporary entry / exit extension approval decision" or "People's Republic of China customs temporary entry / exit the application for extension shall not approve the decision".

If the customs directly under the customs accepts the application for extension, it shall, within 20 working days from the date of accepting the application, make a decision on whether to approve the extension.

4, a temporary entry and exit of goods and participate in the extension of the national scientific research project with the national key projects, exhibitions in more than 24 months after the expiry of the period of the exhibits, extension still needs to be extended to 18 months, by the competent land directly under the sea on the admissibility of 10 working days to present the opinions of preliminary examination and accompanying materials to the General Administration of Customs on postpone the date of application. The General Administration of Customs has made a decision within 10 working days from the date of receipt of the materials.

5, the entry tour exhibits needs to be extended shipped out of the exhibition, exhibitors can customs or Customs approved to apply for extension to the exhibition at the time. Review the admissibility of the application of the customs according to a competent administrative licensing documents signed by the customs and customs documents and application materials submitted by the applicant, and the relevant formalities.
